Newport Beach City Council Passes Temporary Ban Prohibiting Short-Term Rentals Lodging in Response to COVID-19

Citing increased risk for COVID-19 exposure, the Newport Beach City Council has prohibited short-term lodging rentals until May 20 or for the duration of the City’s local emergency.

The City of Newport Beach’s 1,536 permitted short-term rental housing units tend to be clustered in high-density areas, near the beaches, the Newport Beach Peninsula, Newport Harbor, and Corona del Mar (CDM). Newport Beach City Council Members said the ban would help reduce the high turnover in short-term rentals that may increase the risk of spreading COVID-19 in the local Newport Beach and Corona del Mar communities.

The temporary restriction went into effect yesterday and is currently scheduled to last until May 20, unless it is lifted sooner if the City of Newport Beach’s emergency is lifted. However, it could be extended if Newport Beach’s local emergency is extended.

While renters who were occupying short-term residential real estate in Newport Beach and Corona del Mar before the ban went into effect will be allowed to remain for the duration of their short-term rental agreements, any new short term rental leases within Newport Beach and Corona del Mar will be regarded as violations that result in a fine of $1,000 (for a first violation), a 1-year City of Newport Beach permit suspension (for a second violation), and a third violation will result in revocation of the violator’s City of Newport Beach permit.
